Board Members
Bonnie Eggenburg serves as the Early Head Start/Head Start Vice President for Gateway Community Action Partnership and is currently the President of the Region II Head Start Association Board.
Dr. Javier O. Negrón Olivieri serves as Vice President of the Region II Head Start Association Board, as President of the Puerto Rico Head Start Directors Association and Executive Director of the Municipality of Bayamón Head Start Program.​
Dr. Reva Gershen-Lowy serves as Secretary of the Region II Head Start Association Board and as Chief Education Impact Officer at Cardinal McCloskey Community Services, Inc., a large multiservice agency in the Bronx whose services include Grantee Early Head Start/Head Start, NYC UPK, and FCCN. ​
Dr. Joselyn Estevez-Vargas serves as Treasurer of the Region II Head Start Association Board, and as Vice President of Early Childhood Programs at HOPES CAP, Inc., a Head Start/Early Head Start grantee and State Preschool Provider in four School Districts, in New Jersey.​
Carolyn L. Wiggins is the CEO of Fort George Community Services. She is the president of the New York State Head Start Association, is the Parliamentarian of the Region II Head Start Association Board. She is a member of the NY Early Childhood Advisory Council and the NY UPK Collaboration Council.
Minister Dr. Carey Brown serves as a Board Member of the Region II Head Start Association. The Region II Head Start Association board meets throughout the year to examine issues that impact Head Start programs as well as to develop meaningful professional development opportunities. Dr. Carey Brown is a public servant with over 25 years of experience serving the public and is a member of the Region II Head Start Association Board.
​Susan Chaberski is Founder and Strategic Finance Officer of Grant Warriors Consulting and a former CFO for Head Start Preschool and Early Head Start grant recipients in New Jersey. She serves as a Board Member of the Region II Head Start Association.
Gisela Díaz Rivera - Presidenta de la Asociación de Empleados Head Start P.R., Inc. desde 2012. Me desempeño como Asistente Administrativo Principal del Programa Head Start de Ponce y cuento con amplia experiencia en gestión administrativo y operacional. Mi labor se enfoca en fortalecer la capacitación profesional del personal y en representar a los empleados ante la Asociación Regional.
​Jasmine Gomez-Demby serves on the Region II Head Start Association Board, and is the Director of Compliance and Program Services of Quality Care Services, Inc., a Head Start/Early Head Start grantee in New Jersey.​​
​Mr. Jose R. Gonzalez, has been the Executive Director for Bushwick United Early Learn located in Brooklyn, New York for 47 years. He has also served as the President of Region II Head Start Association up to January 6, 2026. He continues represents New York State HS Association on the Region II Head Start Association Board.
Masikia Lewis, MA Ed., CPM serves as the Chair of the Nomination Committee of the Region II Association Board, and as the Administrator at the U.S. Virgin Islands Department of Human Services- Office of Head Start.​
​​Mrs. Maureen W. Moorehead, a retired special educator and district administrator, serves as a "Friend of Head Start" on the Region II Head Start Association Board, representing the U.S. Virgin Islands.​​
Professor Eddie Torres Vazquez serves as a Administrative Affairs Consultant for Head Start Programs in Puerto Rico. As a member of the Region II Head Start Association Board he served as member in the Nominations and Strategic Priorities Committees. He is the President of the Puerto Rico Friends of Head Start Association.​​
María de los A. Torres Pagán, former First and Second Vice-President of Region II Board from 2002 to 2022 respectively. Actual Region II board member as Director rep from Puerto Rico. Municipality of Ponce, PR Head Start Program Director.​​
Ouida Foster Toutebon Is an Early Childhood Consultant. Former Executive Director of Head Start of Rockland, Inc. Region II Head Start Association Board Member and Immediate Past President New York State Head Start Association.​​​​
