Reva Gershen Lowy, EdD
Reva Gershen-Lowy, EdD is the Senior Vice President of the Early Childhood Education Division of Cardinal McCloskey Community Services. She is responsible for the oversight of the Division’s programs including Early Head Start/Head Start- Center, Home Based and Family Child Care Head Start, Department of Education- Pre-K for All/3K, ACS Early Learn Child Care and Family and Group Child Care along with spearheading and serving as lead for the Cardinal McCloskey Community Charter School initiative. Dr. Gershen-Lowy duties also include ensuring that the Division is meeting all compliance and regulatory requirements, working closely with various CMCS support departments including Compliance, Finance, Human Resources, Quality Assurance, Facilities and Development, along with program expansion, program development and locating sources of funding for agency programs.
Dr. Gershen-Lowy was awarded her EdD in Special Education, Educational Administration from Teachers College, Columbia University, and she has received her NYS certification as a School Administrator-Supervisor along with her NYS Teaching certifications in Special Education and Nursey-6th grade.
Dr. Gershen-Lowy serves on various Head Start Boards and committees. She services as a member of the National Head Start Association Board. She is a member of the Executive Committee and is the Corresponding Secretary of the New York State Head Start Association. Under her leadership, the Association created a mini-grant program which offers grants to Head Start programs throughout New York State.
She is also a member of the Board of Directors of Region II-Head Start Association and is serving as corresponding and recording secretary and co-chair of the training committee for the Region’s Annual Conference.
Prior to working at CMCS, Dr. Lowy was the Executive Director/CEO of Little Angels Head Start and, for 23 years, as the Assistant Executive Director of the Mosholu Montefiore Community Center.

Jasmine Gomez-Demby is the Program Services Manager of Quality Care Services, Inc., an agency that provides Early Head Start education and family support services in Cumberland and Gloucester counties. She joined the Head Start community in 2002 and has over 15 years of working in management positions for non-profits, Early Head Start/Head Start, After School,and federally funded grant programs.
She is a board member of the Hispanic Advisory Board (HAB) at Rowan College of South Jersey, the board advises the college on relevant issues and serves as a bridge for partnerships and collaborations with the Hispanic community of Cumberland County, board member, and treasurer
ofAcciónSocial Puertorriquena, Inc. providing emergency support to the Latino community in Cumberland County, board member and treasurer of Vineland Midget Football League (VMFL), and board member of the New Jersey Head Start Association (NJHSA) and the Region II Head Start Association (RIIHSA). Both associations represent the many Early Head Start, Head Start, and Migrant Head Start programs serving children and families. The NJHSA is specific to the state of New Jersey’s children and families.The Region II Head Start Association Board includes the U.S. Virgin Islands, Puerto Rico, New York, and New Jersey.
Jasmine graduated from Franklin University and holds a Bachelor of Science in Business Administration with a minor in Human Resources Management. Her passion is empowering youth and creating educational opportunities, in a safe and loving environment that promotes healthy growth and development for all children and their families.
Jasmine currently livesin Vineland, New Jersey. She is a proud mother of two sons and astepmother of three sons. She also is a grandmom of two grandsons. Her hobbies are traveling and spending quality time with her family and friends.
